The Data Protection Board (DPB) is authorized to direct data fiduciaries to take remedial or mitigation measures in the event of a personal data breach or to act upon user complaints. The DPB plays a key role in implementing the Digital Personal Data Protection Act, which was officially gazetted in August 2023. It will consist of a chairperson and members appointed by the central government, which will also determine their salaries. For FY25, the Budget allocation for the Ministry of Electronics and Information Technology (MeitY) has been increased by 52.12%, rising from ₹14,421.25 crore (RE 2023-24) to ₹21,936.90 crore (BE 2024-25). This represents a 2.6% increase from the interim Budget allocation of ₹21,385.15 crore in February. A significant portion of this increase is dedicated to production-linked incentive (PLI) schemes aimed at boosting hardware and semiconductor manufacturing, with the PLI for large-scale electronics manufacturing and IT hardware raised by 35.96%, from ₹4,559.88 crore (RE-2023-24) to ₹6,200 crore (BE-2024-25).
Overall, funding for autonomous bodies under MeitY, including the Unique Identification Authority of India (UIDAI), decreased by 7.73%, from ₹1,842.5 crore to ₹1,700 crore, consistent with the interim Budget. UIDAI’s budget was cut by 25%, from ₹800 crore to ₹600 crore. UIDAI officials reported a revenue of ₹770 crore for FY23. Additionally, ₹38.76 crore has been allocated for the Centralized International Out Roamer (CIOR), which identifies and blocks fraudulent international calls that display Indian numbers, reflecting a slight increase from the interim Budget. Funding for cybersecurity projects saw an 89.75% increase, rising from ₹400 crore (RE-2023-24) to ₹759 crore (2024-25), in line with the interim Budget. However, the budget for the Computer Emergency Response Team (CERT) within the Department of Telecommunications was drastically reduced by 96%, from ₹218.49 crore to ₹8.54 crore.
The National Informatics Centre received a 12.67% increase in allocation, from ₹1,552 crore (RE FY24) to ₹1,748.64 crore for 2024-25, consistent with the interim Budget. The Computer Emergency Response Team (Cert-In) budget was slightly reduced by ₹2 crore to ₹240 crore compared to the interim Budget, still representing a 14.42% increase from ₹208 crore (RE FY24).
